I've read spring and fall. I live near Chicago, so it gets cold in the winter.
When is the best time to prun roses?
In cold climates always prune roses in early spring. If you prune in fall it promotes growth and you do not want new tender growth going into cold weather.Also you usually will get some winter die back anyways so by waiting till spring you will also be pruning off the dead part of the canes.
Reply:Late Fall. It's never killed mine, I live in Southern Louisiana.

Reply:Now would be about right. Cut them back to about 8 inches and when the leaves fall, protect them with a thick blanket of leaves
