Whats the best way to get rid of red scale on my roses and lemon tree? Will it affect my tomato plant?

I hear there is no immediate organic solution for red scale, so Im wondering what the safest and least harsh (pest or insecticede) I can use on it is. I live in an apartment so theres no chance of *controlling * it as the source is unknown. Please help if you can !

The easiest and best way to remove scale it is to just scrape it off the plant with your fingernails. Then wash with soap and water.

Then spray the plant with neem oil, orange oil or whatever oil the local nursery is carrying for pest control.

It will spread from plant to plant so keep infected plants away from healthy plants.
