I agree with the first answer. Remove the leaves that have the black spots, don't over water (you want the soil moist, not water logged) and also make sure that you NEVER water during the hot parts of the day, this will cause the water to magnify the sunlight and will burn more leaves and petals. Best bet is water early morning or late afternoon and also try a rose fertilizer.

You have to removed the affected leaves and find a way to keep the area drier. It's caused because they are too wet.
